Approach After assessing the program, MSI recommended a CORE/FLEX policy model; this provided baseline policy provisions, with flexibility as needed. We also established processes to improve reporting (through better tracking of activity, costs, etc.) and to determine move costs in advance (via MSI-generated cost estimates).
